• 7 years for EU nationals and citizens of Portuguese-speaking (CPLP) countries

The previous standard was 5 years for everyone. If you see a website still advertising "Portuguese citizenship in 5 years," it has not been updated since May 2026.

1a. How the Clock Is Counted Changed Too

The law also tightened how residence time is calculated:

• Only periods of lawful residence backed by a valid residence permit count
• The clock now starts on the date your first residence card is physically issued — not the date you applied. Waiting for the permit no longer counts toward your total.

Applications already pending when the law came into force continue to be assessed under the previous rules through a transitional regime, and retroactive application to pending cases was ruled unconstitutional.

2. Language Requirement

Applicants for Portuguese citizenship must demonstrate A2 level Portuguese language proficiency. This is a basic level that can be achieved with a few months of study. Several online courses and language schools in Portugal offer preparation for the official CIPLE exam.

3. Clean Criminal Record

Applicants must have no criminal convictions in Portugal or their home country. A police clearance certificate from Pakistan (issued by the Federal Investigation Agency) is required.

4. Ties to the Portuguese Community

The updated law places greater emphasis on demonstrating genuine ties to Portugal, including:

Pathway for Pakistani Students

For Pakistani students, the pathway to Portuguese citizenship typically follows these steps:

For a Pakistani national, naturalisation now requires 10 years of legal residence. The good news is that time held on a student residence permit does count toward that total, as long as you held a valid residence permit — the category of permit does not matter, only that the residence was lawful and documented. What counts is the period from the issue of your first residence card onward.
